Then same way corsairs should have the best ships and outcasts playerbase should be consisted only from bad ass pvpers since by lore OC has the best pilots because of cardamine.
Taking rp lore into account then balancing ship's power is wrong.

and then either:
a) reduce dodging response (leading to a ship similar to current Avenger)
or
b) reduce turning and keep dodging response (leading to something like Templar)
I'd prefer b) cause then it works a different ship compared with Bastet which has fast turning and bad dodging. However it can't turn as slow as Templar cause the profile is easier to hit.
Avenger
Again to try to keep the ship different it should keep the bad dodging, but could then have not so slow turning (around 1.16 horizontal/vertical) with significantly slower acceleration than Guardian.

If you're asking me, I think ships with profiles such as the Avenger and Nephthys (that is to say, easier to hit than most) should both favour dodging response, as even heavier VHFs can't absorb too much punishment. Therefore, if you're asking for a choice between those options, I'd go with b) as well.
At the end of the day, what I'm asking for is that between the Nephthys and the Avenger (or any other two ships in the same kind of range), the choice should not be absolutely clear. Right now, it is. If the changes were to result in Nephthys having worse turning, but better dodging response than Avenger, with about the same armour/bb, that would be satisfactory for me.
My primary choice, were I in your position, would be to leave it's turning and dodging stats unchanged, and instead inflict a greater hit on the armour/bb count, while buffing the Avenger's armour/bb. So the Neppy in that case would have something like 12600 armour and 71 bb whereas the Avenger would have 14100 and 76 bb. Neppy may also lose the 15k plant in exchange for the old 12.4k vanilla Titan plant. In this case, I wouldn't actually change how the Avenger handles at all.
In my opinion, that would leave it better than Guardian or Avenger still, but it would have noticeable drawbacks compared to both, as well as noticeable advantages. Against the Guardian, it would have more guns forwards, a better plant (still), more armour and more regens, but be what I would call a clear amount larger in terms of hittable area, in addition to turning a shade slower. Against the Avenger, it would have more guns forwards, a similar profile, less power, less armour and less regens, but be significantly faster. At least that's how I imagine things would pan out.
Nepthy is fine, lore wise.
But given that, there should be Katana turning Titan with 16k hitpoint, since lore-wise, Corsairs are the best ship builders.
We can't have both lore and balance.
