it might be down to what you fly aswell. "visiting your relatives" allright - ( in a nice little - and rather harmless, but if you need well protected .. armed transport or something ) ... "visiting your relatives" flying a bretonian battleship into kusari ( or < insert any other house here > ) = a petty excuse :laugh:
it might be perception, but from the generic military users i see around - quite some fly at least a cruiser or bigger. i rarely see something like a heavy fighter or a civilian craft with that ID.

LoTeK, if they make an exception with my name being a non-kusari one and for this current ship config:

2 - Disinfector Class 3
2 - Civilian Purple Goddess Chain Gun Class 10
2 - Nomad Energy Cannon Class 10
As you can see, besides the nomad ones, I am not using any "enemy" weapons. I might change the civilian purple goddess guns for another guns I may eventually acquire from ship loots, like the Thor's Hammer but never another house* or another pirate faction weapons. But yes, I'm using only 2 Kusari Weapons instead of 4 so we got another problem here.
Also, I prefer to not change my name to something like "[KNF]Arthad". I really prefer not using anything before or after my nick, for me it fits a little more the RP...
And here comes the suggestion to make player faction IDs. They would complement NPC IDs ones but never replace them. Of course any new faction would have to wait for the next mod to have their ID done, but may be worth even this way... and so the [FACTION] before or after the name could be only a "temporay" solution for the ones which don't have an ID yet.
Don't know if it's possible, but that's my suggestion. So we have 3 problems here:
- My name is Arthad and I've born in Liberty, but I really want to become a kusari citizen but not changing my name (come on a Mexican who gets American citizenship needs to pay a lot of work for U.S.A. before that but don't need to change their name;)).
- My ship has only 2 Kusari guns, although I would never use more than 2 guns from an enemy faction.
- I don't want to change my nick to [KNF]Arthad or something like that.
If they accept me even this way, yes I will be very happy and honored to be part of KNF. If not, well I will cooperate with them anyway.

Yup, that's why I think they have right to ask you to leave or shoot you. A petty excuse? Really it is. But it's a little boring to be only in your own house system... so it would be something like:
It's not against any RP rule to go out of your own house system, but assume the risks if you get caught!;)

i guess much of that is down to reputation. and i don t mean reputation that you write down before your name in pretty square bracets [....] but repuation that you actually earn as a person by playing.
get known as a military in a house of your choice, untill you are well respected by the official forces. - that will make you a legitimate military of that house with more freedom than the house military. and of course, you ll have to be prepared to tell your story countless times to anyone new to the house officials - cause, in the end, THEY have every right to ask you about it, cause whatever your story is ... its not written in your ID.

As I said, forbidden to get into another houses if you are from a specific house navy? Nah.
Anyway guys, backing to the main topic: Any other GOOD RP idea about why a "generic" Military ID besides a group of colonists who wish to found a new house system or (although I don't agree with this last one) someone working for a private corporation?

It would be like a very, very minor "nation" inside a battleship. A nation of nomad people and you are the captain of them. You don't have a fixed home, so you live "traveling" through the space. You may have a Zoner tag but would not be really a "Zoner", that would only be the NPC faction which is most similar to you although never equal.

You will need to show the house systems that you are lawful and do not offer "threat" to them, and this only may be really done IC. The same if you want to align with pirates for any reason. That would be though but not impossible.
You may also need to have some civilian pilots always in your battleship cargo to "simulate" the "independent" and nomad people you are leading.
Engaging in combat should be very difficult and you must reflect it on your RP. You are risking the lives of a whole "minor nation". Look at the responsibility! So, in 99.9% of the cases you will only engage to defend yourself.
Edit: Also, RP-wise, you need to "name" your people and maybe even put them after your nick. "I am captain Arthad, leader of ****** people".
Edit2: It must be an unique name unless someone else wants to join your people. Then it will be another battleship carrying another part of this people. You could even create a faction and new fighters would be accepted but only would make sense if there are already many battleships and you specify the "current system(s) where your people can be found" so most players of your faction should spend most of their time there. This could change weekly as it is a "nomad" faction.
Edit3: Any ships or battleships you use must be the "civilian" ones.
