I know this a gravedig, but I read this, and it pissed me off. Have you read any of their stories, at all? They're simply more about defending a few systems that the Dom Kavash left.
The Phantoms are a great group, intertwined with many a real faction on Discovery.
Only story i could find for now, I know there was a post collecting all of them together at one time.
I am a long-absent Supreme Commander, Executive Commander, Grand Admiral, Fleet Admiral, and Captain in the mighty Hellfire Legion. I have returned, and am on an urgent mission from Drake Thastus to return the Legion to its former glory, and to claim the galaxy for its own. Only then will I be able to rest.
RP Story (Still deciding whether or not to finish)
Nomads are only impossible to RP if you deny people the opportunity to RP them. It is perfectly possible with Ioncross Server Operator to give people the rep, and thus the tag. It is also perfectly possible to give them the ID, and the ships are already there for people to use. The problem is NPCs and bases.
In a (silly) mod, the Monkey Universe mod, they manage just fine to implement Nomad bases by placing docking rings outside of the cities, and Disco has a far more dedicated team. I have it on good authority certain people are even developing unique Nomad textures for future use.
If you are going to argue that Nomads=PVP whores, you must logically also say the Phantoms are PVP whores, as are the Xenos and SCRA. If you are going to say they are implausible, some of the best RPers in Disco are implausible (40k based Phantoms, SW based Bs|, BSG based BSG, the Jammy Dodger) and it's merely what you do with an idea that counts. To paraphrase Rataouille "Anyone can RP".
As for NPCs, if it is possible (per Crossfire) to design in-planet landscapes, it is surely not that hard to take the Mitchell Nomad NPC model and put it in a bar. If it doesn't have good animations, well that's just a minor issue. For their voices, we recorded whole new lines for the Outcasts and Order, it's surely not so hard to record Nomad lines that are inscrutable and only show up as subtitled mission/rumour text (or even rip them from another game, such as the Selkath voices of KOTOR)
Keep the Nomad rep closed except by admin request, as it is with the Phantom rep. Do the same with the RP, and look carefully at people who want it to see if they are truly worthy of carrying such a responsibility. Igiss has added 2 new Nomad guard systems. If the Nomads are supposedly off limits, why is it so that they get 2 guard systems? No one, not even the house militaries gets 2 systems to themselves. And he wouldn't have marked them as "Guard" systems if they weren't going to be used, he'd say they were new Nomad systems.
And on the Wild, it's even more possible to RP them. Just make them regular RM NPCs with special lines, make Wilderness I/II sell RM ships, and add a shipyard base with capships available for use. The ID and tag are the same with the Nomads, and their ships and weapons are already available to anyone in Rheinland. They are just the Rheinland version of the Phantoms, really.
Why am I, an Order member advocating for those who would attack me? It is because it brings the Order back to its roots. Not fighting the Corsairs wars against our campaign allies, not fighting against the same nation who's head of state commander-in-chief we saved, but simply the fighting of the Nomad threat apart from politics, apart from petty feuds and above the law.
I agree to a point, but there are only so many Nomad characters that can be created that aren't utterly shallow.
I like the 'experiment' characters, it works given what is going on in Newcastle.
Actually, now that I think about it, the Order should be hostile to Bretonia, not Liberty... but I digress.
Now, the main problem is that the Nomads got beat, badly, with the aid of a super McGuffin. They aren't coming back. So, therefore, the ships should be rare and limited. There are only so many freaky secret experiments, y'know?
I agree with admin-sanctioned rep here, but on the Guard system point..
The Zoners have 3. Baffin, Omega-52 and Omicron-74.
There are battleships appearing every minute outside of Primus/Gammu, and many in the Kiribati field. There are also numerous smaller ships buzzing around and thousands of Nomad fighters a week fly around Delta.
