The 1-faction-per-ID rule should be cremated and scattered over Malta. The tech system needs to not be based on a chart straight out of a Midwestern town's 1950s corn silo zoning commission filing cabinet. Factions need more ingame /commands that reflect their roleplay. More on that last one later.
I think that needs to be explained more....

Aw c'mon Athenian. Does every single official faction really hit 30 hours every month? Even when the server was booming when I was active, there were certain factions who you never saw online.

What needs to be asked is not if a faction can handle an undertaking like this, but it's asking if you can handle an undertaking like this. 300 hours? That's 12 and a half days of straight gaming on the server. A little over a third of the month. You realize that a person working an eight hour shift 5 days a week doesn't even work that long? And that person is getting something out of that much time and effort being poured into the work he does.
FL doesn't put food on your table. FL doesn't pay your bills. FL doesn't keep your family and friends happy.
I barely get any time in because I'm forumlancing or sorting things out on Skype. And you know what? I like it that way. That's the price of leading a faction and I'm okay with it. Add in to the fact that if I have 12 members I now have to put in 24 hours of gameplay a month, I'm not having any fun. Hell, I don't even think I have a character that has at least 300 hours logged on it in total, man.

No offense of course, it's a big server. That said, a lot of official factions in place seem terribly inactive. Do they all reach 30 hours every month, Athenian?
Sluggish with what exactly? Handing out punishments? Monitoring the forums for trolls?
Is this poor service? Possibly. Still, you get what you pay for.
Back on topic:
Check the activity tracker if you want to see who is online for how long.
Your logic is confusing - you say that factions "seem" inactive and yet are unaware of the tracker (which is public I might add). Are you actually using a crystal ball? I mean, in the many long hours since your return, who have you noticed is not around?
Funnily enough, I have never met the most active players on the server, like, ever.
I am about to call shenagians on this whole matter, by the way. Vague complaints do that to me. Suggest concrete changes to improve things or quit posting.
@Ingenious: Some of the things you suggest are worth considering. More later.

Please read the discussion. The 300 hours was intended as a combined faction total, firstly. Secondly, the figure has been retracted.
Simplified ? Yes, certainly.
Expeditive ? I don't think it's a good idea. The faction builds a core of solid members during their creation process and their hierarchy. Three months is likely a bit too much, but two would be good in my opinion.

It doesn't matter. I think you're having trouble in seeing how big a number like 300 or 200 really is.
Take a pen and a piece of paper. Now use that pen to make a dot. Now make 10 more dots along that row. Now make a row up containing 30 or 20 dots. Now fill the rest of the area with dots. Look at your dots. There's a lot, huh? Now divide those dots by any number. Even with 30 members(1/3 of which will be active), it's hard to pull a 10 or 7 hour shift and still enjoy the game. Especially when ALL those people are playing. It would get stagnant.
You don't improve quality with quantity. History has proven inflation doesn't work.
