So it seems your whole reason for wanting this change is null and void right? The Navy factions meet what you want, and the trading factions meet what you want. Ever heard, if it aint broken, dont fix it.

Not all meet the requirement, and those outliers are just hanging on to inactivity. This wouldn't be nearly as important if one-faction-per-ID were not in place.

One ID per faction is not. It was way better back then when we had 4 Outcast factions to fight.
No reason to take someone's officiality, just allow other factions to compete as well.
