how to raise Kusari activity

How can they be if in kusari the most lawful thing in kusari is the navy and the police? you cant get more lawful than those lawfuls, cos they are the lawfuls

Forgive me, but when (ingame, don't know about forums) the lawfuls are openly allied with pirates, they're really not all that lawful. They might be navy, they might be police, but if they're aiding and assisting in piracy, they're far from lawful.

If we go by the "they're going by their own laws" argument, well, even Lane Hackers and Liberty Rogues have codes of conduct. Blood Dragons are the MOST lawful faction in Kusari, perhaps all of Sirius, by that logic.
