Subject: Continued use of Shire transports

Captain Gordon,

My name is Ms. Janice Morgan. I am Master MacFarlane's personal secretary. My employer sends his apologies for not getting back to you personally, but several very important issues are taking up his time. Knowing how important this was to him and our Department, I have volunteered to communicate to you in his stead, yet under his direction.

First, to Commodore Piett and Admiral Malrone: Master MacFarlane would like to express his deep appreciation for your input. He knows that you are both busy men, and was touched that you both took time out of your busy schedules to assist him in this matter. Rest assured that each of your statements was taken into account before he reached any decision.

Captain Gordon: Master MacFarlane has made the decision to allow you to keep your Shires, barring any veto by the rest of the Board or the Director of Operations. There are, however, a few conditions:

1. The names of each of the vessels in question still has not been provided to this office. To insure the legality of this arrangement, those names will be needed and registered with the Bretonia Transit Authority.
2. Admiral Malrone has advised us to treat you as any other foreign corporation, and afford you all courtesy as a civilian corporation. Therefore, we require that your organization should behave in such manner. So far, you have done so, brilliantly I might add. We only ask that it continues.
3. We require that at no time do you sell technology or research materials to the enemies of Bretonia, or give them aid. We extend that request to cover our ally of Liberty as well, as many in Bretonia have begun to regard them as family, in a spiritual sense. We would not, however, require you to refrain from trading humanitarian supplies to anyone, including medical research as long as said research is made available to all parties equally for the benefit of mankind.
4. Obviously we would continue to require that you would not take any hostile action against Bretonia, or its allies. The definition of hostile action is of course broad, but includes: military action, economic, political, and espionage. Master MacFarlane wishes to convey that you may use the Shires to shoot as many pirate transports as you wish, however.

Master MacFarlane believes that these should be very easy requirements to fullfill, and is already confident in your honor, integrity, and intentions. As our relationship grows, he is confident that we will also be able to provide you with more materials and equipment in the future, if the need should arise.
