Ageira creates the technology that makes the things work. DSE slots it together. Saying that Houses couldn't make localised varieties with superficial differences is a bit like saying I can't spray-paint my car because I don't understand how to construct the engine.
In any case, Samura is supposed to be getting their thieving on. If that particular story arc is extended, Kusari could well see to its own infrastructure developments.
