I see... It'd be fun to be the joker and blow things up because you can. Obviously you'd have to put some kind of aim behind what you're putting together in order for it to even be considered. But then that contradicts the idea of complete anarchy seeing as a plan to do so consists of a certain level of order.

A terrorist has a cause to rally behind, but utilises anarchy to generate the desired effects of terrorism. An anarchist can't utilise terrorism seeing as that's a step in the opposite direction to what anarchy is. An organisation.

It's against governments, small independent organisations are still encouraged as long as they don't force others that pass via their space to their willing. You may also find it is reflected in the diplomacy chart. IMG are neutral, so are GMG and Zoners. All of them are completely independent organisations with no territorial ambitions (Again, I am referring to the NPC factions and the Lore as it is written by Igiss, even if the official factions seem to take steps in a different course).
