The only problem is that you'll see dozens a lot of people flying with CR/HF/RoS/SCRA ships and weapons, without the respective faction IDs. Why? Because the ID's are available to factions only, and you suggest the tech should be free for all.
That's quite stupid and counterintuitive. Might as well make the ID's public as well. But unfortunately no-one wants that, so there you go.
