From my perspective the problem is that you need a big "back catalogue" of knowledge on Japanese/Kusari culture and traditions to be able to properly participate in Kusari RP. I remember years ago when I first picked up this game with a couple of friends and we went trading to Kusari we always got shouted and shot at by the overly trigger-happy lawful factions there - I later realized that they were acting like that because we were trading artifacts to New Tokyo in Corsair ID'd freighters, but the point is no one took the time to explain that to us. We were 3 friends playing, all of us knowing English full well - all we could think was "what's wrong with these guys". I know now that they were just doing their xenophobic-style RP really well, but still I never go to Kusari because the general reaction from lawfuls and unlawfuls alike is basicly GTFO! The only "real" way to explore Kusari is on a Kusari character (which requires a lot of detailed knowledge to RP realistically) or on a character exploiting certain elements in Kusari lore (which also requires a lot of detailed knowledge). In short: The entry bar is set really high by default.
