Omega 54 is three jumps away, versus two, and one of those jumps goes through Omega-11.

Last time I checked, O11 is almost fully hessian-controlled system (de-facto, nothing lawful lives there for long, unless it's a battlefleet), and O54 is 2 jumps away from Stuttgart battlefield, where the main action (clicky) takes place.
