It does not seem out of the question, the war was a mess and practically brought Bretonia to it's knees, so obviously there will be some frustration. However the politics of it all are a bit convoluted, because that was the Imperial Kusari they were fighting against...now Kusari is a republic, but relations have not warmed, and Bretonia is being aided by the Imperial Kusari Exiles who were trying to kill them but are now actively defending Bretonia.
I would say it is possible... I can see people viewing the Exiles with some resentment. Or...something. It is a mess.
