They're not full allies, it's more Gallia saying "We don't actually need to kill you, it was the Emperor being stupid" and Kusari getting their money's worth out of the trade agreements. Not necessarily how it would be seen in Bretonia though in fairness.

Right enough, they're not going to be 'taught' to hate Kusari in school. The lessons would be skewed to Bretonia's side of the story though.
As you say, there'll probably be outside propaganda, maybe even a few hate groups that spring up.
