Shogun is the military head. In Japanese it means simply "A General". The Naval Forces were commanded by a shogun, who acted as the "Right hand" of the emperor, and both had Imperial Yachts to travel around with.

Anyway - I think those ships should be made stationary bases or be deleted, or at least have the option of others to use them via SRPs.
