Learn to fly well and bluemsg them all, then there would be no need of reports. Dead people don't talk.
Today I played like 2 hours and got 2 times angry people on PM complaining how unfair I bluemsged them and how they are gonna report me- one was running trader refusing to pay my demand crying that I shoot him without reason, second one was instantkiled snub that was called to leave the lines that he pirates 2 times before blasting him away- then you just use /ignore function, make some screens to defend yourself if the idiots report you and somehow get sanctioned and move on.
I also saw around 10 other minor rule breakers- helped to one with 3 IDs. I would need 1 hour to sort around 20-30 screens and report 10-15 people if I care about every rule broken- and this is for 2 hours playing. I also feel unjustified harsh to report the Rhino pilot in front of Manhattan for OOC because he said that is it night in his country- I asked him how this is possible because the sun of the system is bright enough- he answered not the system- at home in Romania...
The best way is to ignore/help when you can. I submit reports only versus experienced players that break the rules, they should know better, so called lolwuts are new fresh players- without them the server would die so if we are harsh to them they would leave.
Ignorance is the only way to deal with this.

(yes, i've seen enough of those lolduels, where house military with overwhelming force on the field willingly loses a pilot in a duel. ffs.)
