The CR doesn't need to be flying other ships. You've got a VERY powerful cruiser which can serve as your anticap needs, especially against those huge Valors which can be mortared into submission from extreme distances. The CR at present doesn't have the resources IRP to build heavier ships. The Kronos is not modeled or designed as a heavy battleship, it's a medium. Medium core, medium regens, medium hitpoints, medium araments with good arcs. Now, if you'd rather have the Zephyr back as a (very) light carrier, we can see about arranging that. The model is still in the mod as there's a base using the model. But from what I can tell from this thread Dane, is that you're pushing for this while not all CR players are behind you. A poll on this might be in order.
Reclassifying the Kronos as heavy is unlikely to happen.
Oh, and personally, I feel capital class ships should stay the hell in their own faction, or be SRPd. Originally the tech hook was set up to enforce this.
