Some things I've noticed that could be updated. I guess some of them are likely copying errors, but here they are:
-VF) were Bundschuh IDed and IFFed, Official, now disbanded.
(SR~ were recently denied officiality
USI are official
AFA recently lost their official status
RFP are Official, possibly inactive by your criteria, led by Bommel (rwx on the forums)
[U] were official (not just a Request)
[UC] have yet to go for officiality, they are fairly active
From what you've said about the {R} being Rotakians, I'd suggest talking to Hell Hunter about the 77th
+LE+ are led by Bret (SMI-Great.Fox), believe they'd be Unofficial - Inactive until Gallia is updated by his intentions
|CoM have requested officiality, inactive by your criteria, led by Yahoo_Hunter
|IDF are active
SMP| (with the one line after) use Freelancer IFF/ID
BAF| is now led by FallenKnight, I believe Pacific is the second in command
BPA) now has me as Second in command
Buc| have about 3 hours activity from Henry, not quite sure if that's active or not...
CR| are Active, led by Dane Summers with me as second in command
DHC- aren't Retired, one of the more active factions
Gateway) were stripped of their officiality, and are inactive. The current faction use the GW| tag
IKN- have requested officiality, not sure on the exact leadership structure
IMG| no longer has Nick (SpaceTime) as leader, who passed it on to Jack. Aeternus Doleo is Second by my reckoning
OS&C| are official but inactive
QCP| is now a sub-faction of BAF|, and led by Diomedes from the look of things
Samura| is one of the most active factions on the server
SCRA|'s activity has been changed from LolRawr since I started typing this
VWA| are unofficial, I'd guess inactive led by Omicron
