This game lacks justice

Whilst I dont have a high opinion of KNF since itsibashi, "Oh the governemnt wont allow it" Who exactly? The KNF is the only official lawful faction in kusari, who is RPing the government? Theyr hiding behind something that doesnt exist. Why would the government (who are kishiro not samura) allow the hog base to shoot their allies in the first place?

I do have to say that they did say [KNF]KDS-Hyuga: That base must be atleast 5k away from current and not in path of trade lanes. Which although, again itsibashi is breaking that law, and they do nothing, AND is gramatically nonsensical, at least shows they tried to tell you not to do it. Although again, preventing kishiro from building a kishiro base within 5ks of another kishiro base seems wrong.

Meh personally I just leave kusari, its not worth playing with em no point getting worked up, just play with people who are more fun.

Kishiro is an official faction, and there is inRP a Kusari Government made up from representatives from Kusari lawful factions, and they don't allow us to take out the base. Also there is someone that is inRP the Kusari Prime Minister (I haven't checked lately who is it, but I am sure you can find out if you try to), you can make a plea to him I guess, or to the official Kishiro faction whom can perhaps pull a few strings.

Unlike you might think KNF doesn't control Kusari like in 4.85 (though even then there was the Rising Sun thingy which was more like a parliament), we are the military - we enforce the laws, we don't make special emergency orders to destroy a certain base or to keep one safe.
