Solo you fail in reading. He is right. He says that most of the factions allow indies to do the same as officials but without metagaming and without responsibilities, so people do fly under the faction names but as indies.
Junkers are cash machine they always were.
Judges are import faction that comes from other community and does not recruit members here.
BHG have cap line, they have also really good guns and cool snub line and the most OP ship in the server- bottlenose.

The truth is that factions need more stuff then indies, this however should not restrict indies too much and still should allow them to fly under the faction banner- the best example how to do it is SCRA.
