Quite right, but demanding someone to stop in any form is still demand.
Demand does not need necessary should be money or cargo. It could be everything really. You can also demand someone to move along and shoot him if he does not do so as well like demanding someone to stop and shoot him if he does not stops.

If they still ignore me, I'd give an engagement notice and blast them to hell and back.

No need for that engagement notice btw. A largely unknown thing as-well it seems. Feel free to shoot away without ever telling him you are going to so long as you have asked him to halt(fancy style) and he runs.

Perhaps we should make a "Rules that aren't really rules" thread for dispatching common misconceptions regarding RULES. Dern things.
