While Ageira could do all manner of manipulative things, the way they work is by maintining a status quo - which ensures stable profit. Making threats is not very conducive to relationships built on trust, and at this point in time, the corporation is stable enough to not require such underhanded tactics to stay on top. Besides, tracking cargo has less benefit for a technology developer anyway. IC's USI system, on the other hand, is part of their income and a legitimate business element.

LH's signatory hacking, however, is not a system with 100% uptime - since otherwise they would be discovered eventually. From a gameplay perspective, it'd require implementation different to the way the police TLAGSNET works, to represent differences in technology and methodology.

For reference, LH were not originally given TLAGSNET, as at the time it was a way for police factions to have a unique gameplay factor in order to counter the popularity of House navies due to larger ZoI and capital-ship access. The issue preventing experimentation is that the Dev team isn't exactly overflowing with developers who have sufficient time and/or coding skills to tackle something like this right now.

Personally, I would be loathe to give LH access to TLAGSNET, or a variant thereof, with their current ID; given the vast similarity to the Rogue ID (including access to Cruisers), hordes of indies looking for the easiest method of piracy would switch IDs in droves.

Consider also that TLAGSNET in either Magellan or Cortez only would be limited in use at best. You'd do the same job simply by camping a spot on the lanes and watching the player list. Therefore, it warrants the discussion of effort to code in the new feature versus reward (utility and quantity of use).

Knowledge pertaining to the way communication transmissions work throughout the Gate/Lane Network, as well as efficient methods to disrupt their operation. Very few Ageira employees every get to see the full picture with technology as critical as the G/L Network.

While they do pick up the occasional Ageira employee now and then, the LH are still one of the smallest pirate factions in Sirius - largely because of high entrance standards and their generally secretive nature.
