Question about Liberty Navy rights

I was told no. I am not making a big deal out of it, it is just an example and in the past.

Well that is one faction. I am in a faction that accepted someone who wanted to fly a cruiser (thats the biggest that faction can fly by ID rules) and they were accepted even though cruisers were generally restricted to higher ranks. Sure he was given the lowest rank that allows him to fly cruisers and that he has no real ooRP power and to moderate his inRP ones but he was given his request. Im sure that there are plenty of other factions that would not mind bending around those requests.
