Bad enough as is, they freak out when you give them a parking ticket (10k?) for blocking the docking rings. Noone seems to understand how dangerous it is when people do that... my liberator go squished between 2 battleships once when undocking...
As someone who works in LE in RL I say a fine for loitering is just. I just don't get it though, you would think people are here to play the game not stay in front of a planet for a long time and chat. 99% of the time my chars leave once they undock because they have places to go and things to do. I would support such fines in Liberty.
Also if I do have to stay near a planet or something for a while I usually go up on the vertical plane and away from the docking ring, because staying near it is dangerous and annoying. Another thing I have a problem with is people parking their big ships right in front of the mooring fixture. That is very annoying because with that, in order to dock you have a chance of hitting them or the planet.
Perhaps a console message saying "Don't stay near the docking ring once you have launched. If you must stay near the planet move far enough away so other launching ships don't hit you." would be appropriate.
