why not make it a smuggling freeport? perfect spot for joining gallic and sirian black and grey markets, with the war raging Gallics might be too busy for you if you don't make too much trouble and you could even roleplay with some of the Gallic quasi-lawfuls that have influence on gallic affairs. There'd be a common interest of sorts, maybe.

A de-facto militarized junker base is a missed opportunity no matter what.

Problem there is the Gallics have seen the base.
Since it is not hidden and they know Sirian Junkers specifically Congress owns it.
Simply a matter of time before they launch a full on assault.
