revision of the ZONERS faction - to avoid yearly discussions

first I must say that I played mostly zoners through years, since membership of zoners council and administration of a freeport. Now I play rarely, but still have zoners ships.

the biggest mistake of disco mod are Zoners caps. this cause problems since years and is the reason that we have zoners threads every now and then.

zoners should not have big warships. this is against zoners ideology.
why we have them, I don't know, but Daedric said something about.

zoners should be compared to junkers according to ships range, some small ships up to very heavy fighters and a middle size strong transport.
I wish to be like that, then nobody would complain.
if you think that the faction would be treated unfair, then look at junkers, they are doing very well, they enjoy their RP and nobody complain. not to mention that these warships are useless, no real reson for them, no real ways to RP with them.

Capships are cancer on zoners, these and own planets are the worst things that happened to Zoners.

I now that many zoners have capital ships and it would be bad thing to strip them of these.

So maybe remove the sell points, and change ID to disallow appearing of new.
It don't remove existing ships, but it fix the problem in the future.
