Delete caps (make them SRP), refund SC to owners and turn Freeports into Freelancer bases. Or turn Gran Canaria into Freelancer or Neutral IFF base. Maybe even old idea about splitting zoner ID into a number of separate IDs with different repsheets might do. Zoners need a lot of clean ups.

P.S. Also about "super battle transport" - sorry, but lol. Transport are already OP enough to destroy 70% of pirate factions on the server so adding more Super Battle Transport tards into the play doesn't seems like an option for me. Devs might have another view on the problem though like usually. I'm not able to follow their logic anyway.
