A core 1 base requires no RP to be built. None. At all. Zip. Zero. Zilch. It's not an RP construct on the server.
And yet we give RP notice in advance just because it's the right thing to do -- not because we have to, but because it'd be fair to give that person's base a fighting chance.
If they don't want to respond, well, tough cookies.
