TLDNR: Official faction lead and second in command has the right to issue tactical and strategic orders - like commanding a battle or ordering ships to disengage in case of a gank.
These orders can be backed up by RP consequences like FR5, or killing disobedient members of the faction.
Orders are limited such that they cannot be non-canon RP (unless the player wants to).
So all in all, yes - 'usurp' is a harsh word, but an official faction leader + second in command can issue orders to any members of your unofficial faction, provided that it follows canon RP, and there can be consequences if you ignore them.
Don't be discouraged though - most factions rarely exercise this right unless the people in question are being completely silly, and most official faction leaders aren't jerks.
Well, usurp is the correct word.
So yes they can, but the worst they can do is start basically a RP civil war, or put out bounties on you? Would the unofficial faction be sanctioned by the moderation team for not following orders of an official faction if, of course as you said, the faction isn't being completely ridiculous?
