Developer Notice: Player Owned Bases Update

Someone will need to catch me up on all the new updates so I know how to properly slay bases again.

I think the best way to slay bases still remains finagling the base password out of someone and then removing all their FOW, RAs, and Crew. j/k!

Otherwise, bases are now more "siege-able," with less manpower required to kill them with the addendum that there must be an attack declaration made in the POB Attack declaration thread here on forums, as well as some RP justification for the attack. (Core 1 Bases do NOT require the forum declaration, I do believe, but Core 2 and higher do).
