Its the rep sheet of a Pirate ID that deters people from using them. You can mount an ID from any of those factions like a Junker or OC and still manage to have a decent rep with most factions, aside from the enemies of the ID.
I always thought it was weird that back when ID's were oorp, you would fly a Pirate ID, yet somehow every ship and station just knew to be hostile to you before you ever visited or encountered them, aside from Zoners. I think the Pirate ID should have the same rep as a Freelancer restart. Let them make their own enemies. If a pirate attacks a player belonging to a corporations or other type of faction, they should report to the official faction and have their rep changed to hostile. That should be a more common place thing. I know what people would say about OP docking possibilities, but you could still have a neutral rep with quasi and lawful factions, and still be prohibited from docking at their bases.
