I really don't see it like that. Back in the day Eta would be full of mission-grinding caps, but they only really participated in RP when there were big raids or Alpha defenses going down. Sure, strictly speaking it probably killed some activity, but I would argue that the activity lost is of no significant value as it was player-npc activity.
Big raids is still quite some activity.

Definitely. That's the next step for the whole mission thing. I suggested something similar idea a while back in order to increase interactions from different factions.
