They were the core of activity between OCs and Sairs so they had a pretty good role.

I must disagree with this statement.

I played a good bit of Outcast back in the day, and I rarely saw an RoS. Typically, the bulk of activity between OC's and Sairs was nothing more than players on both sides logging on and raiding the other side's respective home, or meeting in Eta/Omega-whatever, the one with the Neutron Star and Freeport.

I don't recall RoS being a factor.
