I guess that's up to each individual how they define "best".

I tried to find factions that have a combination of forum roleplay (nicely formatting and decent quality writing that clearly demonstrates that a role is being played. rather than roleplay just being that shimmer we use to cover what we want as players) and a strong in-game presence that isn't just about pews and teamspeak or high-fiving buddies.
