This is very good suggestion. When there is eight or even ten LR in the same system on the player list, majority will avoid that place. If you split to two groups 4-5 players each and go to different systems at best (how about one group locking New York in Cali and other in Colorado for example...), you will definitely have bigger chance that lawfuls will be able to gather four or five people and go to fight you. But chance the someone will gather ten people is quite low with current player count. And no one likes to go to battle which is lost in advance. On the other hand if lawfuls gather the fleet, your reinforcements will arrive within few minutes (not to mention you will very likely notice such huge group of LNS in players list during their forming).
