So you harbour criminals and are mad at police for asking you out on it, really? How hard it has to be to properly police your own stations and at least pretend to be lawful in front of other lawfuls by kicking those criminals out of your station who've failed to flee there covertly, even if temporarily? Quasi-lawful status is like neutrality for Zoners, you don't expect and demand it by default, you are not entitled to it because the lore says so, you have to earn it because the lore says so.
Be a good boy and slap those unlawfuls who endanger your quasi-lawful status. I'm pretty sure LPI, LN and LSF inRP have their means to take out Rochester if it becomes too much of an issue to warrant dealing with it the hard way, after all it's not like a Rogue station sitting in unmappable and unnavigatable Badlands, it's just a hub in a debris field right behind Manhattan, visible from Newark. Behave, make compromises, educate your unlawful compatriots, and you won't ever have a problem with police anymore.
EDIT: Also, don't you think a criminal thanking your trust in them and that you let them dock on your station by carelessly endangering your already fragile quasi-lawful status is actually abusing junker hospitality? Don't you think this wouldn't be a too bad reason to kick them out?
Alternatively, on what basis do you demand lawful players to forgo enforcing their lore, their role, roleplaying their own characters? Just because you feel it more convenient to roleplay only the more beneficial aspects of yours and don't want to care about the rest?
