Fair enough Loki, so let's be fair about one thing:

Make caps no longer be able to dock on Rochester. Problem solved, praise the Lord.

You don't have to be a cap to run away and dock on Rochester. That is not the end of thread, in the slightest. This thread shouldn't even exist, really.

It's a waste of time for all involved to report random, one-off indies to Junkers. Repeat offenders and official faction members should, as an inRP consequence of their inRP choices, be reported to the Junkers. Junkers then have the choice of acting on these reports or not. This choice should also have its own inRP consequences.

We're on an RP server. It's not that hard.
