Regarding your first question, that is quite the "dumbed" down version, but yes. It operates without cloaking batteries.
Regarding the remainder of your message. I'm not sure what exactly you are asking - should I include in the list Omega 7 and Omega 11? Whether or not I add those into a comm is irrelevant, as we have already informed you of our destination of Heisenberg. It was mentioned that we are asking for only 3 ships with special equipment t' enter Rheinland space, which I consider Sovereign space, not outlying systems that are under the Jurisdiction of Rheinland. If you though need those exact words provided for documentation purposes, then yes - the 3 ships we are requesting authorization for would indeed possibly fly through Omega 7 and/or Omega 11. I hope that satisfies the requirement t' have those systems mentioned formally.
Regarding the approved ships. With all due respect Kommissar, those conditions are not ones we can accept. As research vessels, our sole purpose is the study and advancement of Science and the unknown. We have little if any offensive capabilities, and as such require and use methods t' avoid conflict and anything that would harm the lives of those aboard our research vessels and the labs/equipment aboard. With the amount of expensive equipment we have aboard, especially aboard our primary research facility, the Ingenuus, our vessels are prone t' pirates and those whom wish t' get their hands on anything of value t' sell. What is more, do you know where the bulk of these incidents happen? Within systems considered house space. Including Rheinland. Do not worry, we have not brought any of these vessels with such equipment. The ones pirated and assaulted have been either transport vessels or smaller research vessels.
Now, if you can ensure... no, give me your word that we will not be attacked and our men and woman, as well as our vessels will not be harmed? Then we would consider it. If you could guarantee security escort at all times these vessels are in Rheinland space, then we'd consider those conditions as well. But while it is not realistic t' be able t' provide such guarantees, then it is also not realistic for us t' fly our primary research vessels that require the use of such devices without the means t' utilize them should they come under attack from unlawfuls. You can not realistically tell our civilian men and women that their primary means for defense is not t' be used, and yet their safety is guaranteed. I realize you have a lot on your plate, and that you must ensure no harm will come t' those citizens in Rheinland. But we have Rheinland citizens aboard, and we must also ensure that no harm will come t' those aboard these vessels.
We mean Rheinland no ill-will. Those on Heisenberg are striving t' provide Rheinland with better technology, better advancements, and the scientific breakthroughs that make history. I hope you reconsider your proposal Kommissar.
