What are you suggesting is making non-generic ID, which are Pirate ID and Miner ID, unable to hire any escort. This also would mean that Freelancer ID trader would be unable to hire Freelancer ID escort.
The problem is, it would make entire point of Freelancer ID very awkward. Not to mention there's indeed such a rule:

...but it applies ONLY to groups and factions. Only. Not to single Freelancers. Such a thing for individual Freelancers would be pretty nice, instead of normal Bounty Board, given roleplay would be good.
