So, I do not see why anything should change right now after having been done exactly like it is in your example for all the time I have been playing.
You can't enter the Westerwald, make screens of Schatten, and then forward your intel to your headquarter, as if the guards wouldn't destroy your blackbox or take you in custody after your ship dies. In the same time your char can't die or lose its cover, if you don't want it. But as soon as you are PvP dead; without exfiltration; deep within hostile space, then you shouldn't even think about making a report to your MD. Just hit respawn and start from your last checkpoint again.
