The National Council is the umbrella organization compromising the most influential and largest Outcast groups and syndicates. As they are the majority, they usually make the most important decisions for Malta. Not as influential but still noteworthy minorities on Malta are the Oracles and the Commune, both cults are dedicated in serving the alien race and are thus extremely dangerous.
Enma Loyola was one of the founding figures of the National Council with much power in her hands. At some point she was infested and thus started working for the interests of her new masters. That created a very unpleasant situation and put our bilateral relationships at peril. Fortunately, the former President of the Council realized the severity of the situation and demoted this individual.
Not too long ago, reliable sources informed me that Enma Loyola was killed, the poor woman who lost control of her body and her life finally rested in peace. Subsequently it is safe to assume that any bold claims this nomad made to the Gaian Guard are no longer valid.
Latest reports indicate that Nomad activity in the Independent Worlds is steady and non-declining, so we would like to establish with the Gaian Guard a channel for frequent exchange of information and combat cooperation as a means of eliminating or at least shrinking this great threat in our neighborhood.
