On behalf of SCEC I greet you. As you most probably know from the reports and rumors on the Freeport in question, SCEC have enjoyed hospitality of the facility in the past without any incidents. Our primary purpose being research, we pose no threat to Freeport 11 and use it primarily for refueling, repairing and resting after ventures into nomad space. For security reasons, all scientific experiments and researches are conducted on board of SCEC flagship CPRV "Kardashev" while away from any inhabited facility and thus there is no reason to be afraid of contamination or uncontrolled plasma explosion.
SCEC have also helped to repel a few incursions on behalf of REDACTED specimen, both smaller and bigger ones. We stand ready to assist you in doing this in the future should the access to our vessels be granted.
Overall, Freeport 11 is strategically important to us in the hands of Zoners and we have neither desires, nor capabilities to change it. So let our mutual benefit continue.

However, except for CPRV-Kardashev, other SCEC personnel usually pilot smaller one-manned spacecrafts and do not require this permission in principle.
