I am afraid that a complete lockdown of the Vespucci system is well beyond our capabilities. Our forces in the area are merely a few dozen fighters strong, and are already occupied holding the Legion off in the Veracruz field. There is little the Cohort can do to achieve the excessive demand you have put forward.
