The idea is good, and it could live for a while but I don't see a long term prospect. As you said, maintaining it would be by far the biggest issue. As for the 2nd problem, people already know the routes and location of everything so it wouldn't be a problem.

I agree, what people often forget is that this game was purely a space combat simulator that Discovery slowly built into a roleplaying platform. Disregarding the former or only being here for the latter while all game mechanics point to it (every single ship has everything catered for combat, from guns to armor upgrades and whatnot) is ludicrous. I've no idea why would you even come to Freelancer and be afraid or flat out refuse to PvP. Skill's the problem? There are countless tutorials and people willing to help, nothing stops you from getting better except yourself (minus a physical injury/limitation).
That's why my statement PvP = RP comes up so often because people adjusted the combat to playing their role on a roleplay server through what game mechanics encourage you to do and what the game was made for originally, yet so many people are surprised when they engage in such form of roleplay. It's the purest, rawest, most direct and often most accurate form of roleplay and it's no less roleplay than typing walls of texts about who you drank tea with or shagged in your dreams.
