This right currently belongs to RFP| or [RM] or BDM|, as you can see in the list in the registration form.

Thus you need the recommendation from one of the mentioned law enforcement authorities. If you want to obtain it from the Bundespolizei, you will have to provide more information. For example what will be the Azurite gas used for at its destination, what route you plan to fly through the Rheinland territory or what security and transportation safety measures will be used during the transit.
