Biography: Joe's parents moved from Yanagi Depot to Manhattan to raise their son in a safer environment, operating a small salvage yard for ground vehicles, but Joe was always taught about his Junker heritage. When he passed his pilot exam at 18, his family happily moved out to reconnect with the Junker community on Rochester. Joe doesn't have a silver tongue, but he's a whiz at disassembling and reassembling old, broken down machines. For the last 30 years, he's made a modest living for himself on Rochester, but lately, his life has started to seem stale. Looking for a challenge, he's acting on a recommendation from a longtime friend to apply to the Congress.
How fast can you repair a broken Salvager?: "Lemme listen to her on tickover... yeah, that's a faulty H-Fuel injector. Give me 3 hours, she'll be as good as new, unless I find somethin else wrong with her."
How good are you at selling Premium Scrap to a stranger?: "Listen pally, I refurbished this pile of garbage into quality parts, I aint taking less than 5000 credits for it, ya hear? And if you think otherwise, then I'll find someone who'll pay me what my time is worth, and you can go stink up someone else's shop!"
What would you do if you get caught smuggling by a member of law enforcement?: "Uh, hey listen officer, I'm a simple, hard workin fix it guy. I'm just test driving this ship for my customer, I don't know how that cardi got in there, honest! Yeah... yeah sure I'll pay...frackin vampire..."
What about if you're stopped by a bandit while smuggling?:"Hey! Lowlife! This is my supply, go find yer own, before I blow up yer ship up, sell the scrap, and bust yer kneecaps for good measure!"
What knowledge do you possess of the Puerto Rico systen, if any?: "Puerto who? Listen, pally, I haven't left New York in 50 years. Give me 5 more, and I'm sure I'll have the names of all these foreign systems down pat."
What ships do you already own?: "Just my rusty, trusty CSF. Man... me and Tasha, we've been through a lot together. Yeah, I named my ship Tasha, what's it to ya?"

Are you allowed to pirate in Liberty as a Junker?: Nope! Take it to the border worlds, if you're going to at all.
