Good day,

I am Chief of Police Jean Holiday of the Liberty Police Inc. Earlier today I was made aware of an incident regarding one of my officers, Sergeant Dawson and a Kusari State Police Luxury Liner called Diplomacy. Words were spoken between the two parties and it eventually led to the Kusari State vessel escorted out of Liberty and back to Kepler so the vessel may return to Kusari space.

The actions of what occurred today are reprehensible and I am shocked and quite frankly very upset at how this played out. While the Laws of Liberty do not state the Kusari State Police is not allowed within Liberty Sovereign borders it is still a common practice to inform the house of which you want to enter of your visit. The Officer in question is a Liberty-Rheinland War veteran and is extremely patriotic. He lost his brother in Texas and has taken an oath to serve and protect Liberty and her citizens at all costs and has my full confidence and respect. He will still be getting a talking to when it comes to enforcing written laws. However the acts of the officer was provoked by the Kusari State Police when the vessel stated this and I quote "|KSP|Diplomacy: You really want to start a Kusari War Libertonian?" end quote. This verbal remark made by the Kusari State Police breaks Liberty Law Section one Subsection Four, Inciting Violence. Threatening an officer of the Liberty Police, Inc. of War is not only a threat to the Liberty Police, but to the Government of the Republic of Liberty itself. It was at this point my officer had no other choice but to continue the path asking the vessel to leave Liberty space at once. However the Kusari State Police vessel then replied and I quote "|KSP|Diplomacy: I'm the Chief Commissioner of the Kusari State Police. Do you want to start a war Libertonian?" end quote. Another threat, another Law Violation.

Not two weeks ago Kusari Intelligence Agency invaded Liberty Sovereign space and wounded one of my officers and destroyed his ship. This is why the KSP got a more aggressive response then normal. So when an armed transport flying Kusari colors enters Manhattans orbit with no permission given by the Government of the Republic of Liberty I think we can all see why Sergeant Dawson's reaction was so blunt. The request was simple, Leave and instead of doing so the Kusari State Police threatens us with war.

I would also like to direct the attention to this communication I had sent the Kusari State Police in the hopes to grow our relationship and come to an understanding for the betterment of Law Enforcement. Instead I was met with Silence and a breach of our sovereign space with no attempt to contact or ask for permission. If the roles here were reversed the Kusarians would be demanding compensation and an apology for what happened here. The Liberty Police, Inc. will not be asking for compensation for multiple law violations by the Kusari State Police. However what we will ask is for you to keep out unless you come to an agreement with Liberty, ask for Permission, or prove beyond a reasonable doubt your chasing a suspect who crossed the border.

The Government of the Republic of Liberty is getting a copy of this transmission and has the authority to speak and be heard here as do the Primary Fleets and so does the Kusari Government, State Police. I want to be extremely clear one last time. Do not threaten the Republic of Liberty with war ever again.
