You are correct Steiner was a GM, was very short lived so my memory was of his mod position mostly.
We are talking former members, over a period of time, so while sure it seems like a lot, there are currently 2 members, fairly normal considering the size of the BAF.
While its easy to understand frustration regarding developer focus, I can't help but feel you are missing the obvious here. The Gallic war was the focus of the mod, and wrapping it up was required. You should also note that Gallia received equal attention, and the last update focused on fixing their lore. Liberty also received attention to a lesser extent a long with Crayter and I guess Corsairs, Hessians and Coalition. Bretonia will likely continue to receive attention as the house was messed up during the war and a very large Outcast/Corsair sized faction in the Enclave was created in real estate that was Bretonias, meaning some extra room is likely to be made.
Rheinland and Kusari of course had a war, though it was fairly story light and wrapped up. Rheinland is under the process of being changed due to player requests, so saying that other areas are being neglected in favor of Bretonia is not entirely accurate.
A common complaint (a valid one too) is that 1. Omicrons and 2. Outcasts are neglected in terms of development. Kusari and domestic Liberty I guess is neglected if you discount the limited war.
I can't answer on these neglected areas because I am not part of this team, but if I were, I would.
