I would like to say that this is fair, but the surface of a 75 kilometer diameter circle is more than twice that of a 50 kilometer one. I will only agree to sell that much land for at least 100 million credits and no less. Additionally, there are matters of which you need to be informed. You mentioned that Velvet was a military organization, so you will have to know that Velvet will only be allowed to keep modest stocks of heavy weaponry and ammunition on Exeter. While the Zoner insurgency is still active on the planet, the government on New London will remain suspicious of any Zoners with weapons and they will veto our treaty before it is brought about. Since you mentioned "large ships", you also need to know that the Bretonian Charter of Interstellar Law does not allow access to foreign capital ships -- unless a special license is obtained. As a member of the Admiralty Board, I have the authority to allow access to such ships and I believe it would be useful if Velvet kept one Fearless-class destroyer in Exeter. I would very much prefer to let Velvet deal with random Zoner delinquents than waste my forces' time with them while there is a real enemy at the doorstep in Omega-52.
