No one has to pay fees and follow the laws, I think that is rather obvious, however by not doing so, you are promt to consequences by law enforcement factions.
I have no idea what makes you think those are NPC-laws. Those are laws that law enforcement players can enforce according to their IDs. Houses that have lawful OFs can edit these laws with the approval of GMs, in some cases, like for Liberty, House lawful OFs represent the government when it comes to laws and alike, LibGov's members are from =LSF=, 5th|, [LN], LPI-, and other OFs, like LibCorporations (quite lore-friendly, considering that even corporations are involved) this is due to the fact that there is more than 1 Liberty lawful OF.
Have you read the passage I was referring to? (added Exaggeration remark) Of course these are laws, and every indy, not just official faction member can enforce them according to their ID, even Zoners.
No indies cannot enforce NFZ.
